
The application process is a two-step process.
Step-1: Pre-application or Registration Period opens at 8:00 am on June 15th and stay open until noon on June 29th.
During this registraron period, applicants need to click the Apply Here button on the Home page. Fill out the registration form to confirm eligibility. Confirm your email address and create a password. Then answer 5 questions and submit your pre-application.
Step-2: On June 30th there will be a random selection. Applicants who are selected will be notified by email. Applicants will then have 7 days to submit qualifying documents to verify that they live in Bellevue, Redmond or Issaquah, a photo ID, and if applicable income documentation, and sign the terms and conditions.
The program team will review all submitted applications within 10 business days and approved applicants will be notified by email. If there is an issue with your application, we will reach out to you by email.
To be eligible to participate in the Pedal Forward Eastside Cities E-Bike Rebate Program, residents must be:
-A resident of Bellevue, Redmond or Issaquah, Washington. Note that residents of unincorporated King County with Redmond or Issaquah addresses are not eligible.
-16 years of age or older. Those under 18 years of age must have a parent or guardian sign the terms and conditions.
Rebates are awarded through a random selection process. The system will randomly select a preset number of applications from all of the application that have been submitted by the June 29th noon deadline. Applications will fall into categories based on your income qualification, and the city in which you live.
Registration/Pre-Applications: A pre-application is a registration to be included in the random voucher selection. The portal will be open and accept pre-applications starting June 15th at 8:00 am and will remain open until noon on June 29th.
The random selection will occur on June 30th. If selected applicants will have 7 days to complete their final application, which includes uploading qualifying documents.
If rebate funds go unused the program may conduct additional random selections to expend those funds.

Yes, you must be a resident in one of the following cities: Bellevue, Redmond or Issaquah. If you are randomly selected for an application, you will be required to provide proof of a physical current address within one of these cities. No, each tax household is limited to one rebate, and applicants can only apply for one rebate type.
Yes, applicants must be 16 years of age or older when they apply. Applicants under the age of 18 must have a parent or guardian sign the terms and conditions.
Every applicant who is randomly selected to receive a rebate must provide proof of a physical address within one of the Eastside cities of Bellevue, Redmond or Issaquah, Washington. All documents must be dated within one year of application and must be current/valid. Acceptable proof of address documents include:
-Photo ID such as: Driver’s License tribal citizen ID cards, Employee Authorization Documents issued to refugees, address confidentiality program participant cards or other government issued ID. These IDs need to be valid and have been issued within the last year.
-Computer-generated bills (utility, credit card, doctor, hospital, etc.)
-Printed bank statement
-Pre-printed pay stub (from a period within the last 3 months)
-First-class mail (from a government agency or court)
-Current homeowner’s, renter’s, motor vehicle or bike insurance policy
-Mortgage, lease, or rental contract
-Transcript or report card from an accredited school
-Motor vehicle registration
-USPS Change of Address Form CNL107
Individuals who are unable to provide any of these documents to verify a physical address within one of the Eastside cities of Bellevue, Redmond or Issaquah, Washington may be eligible to provide a letter that confirms your residency from an organization you are working with. If you don’t have any documents to verify your physical address, or if you don’t have a physical address, please contact customer service for individual support.
Income eligibility is determined by income and tax household size for individuals applying for the income-qualified rebate and is limited to 80% of the area median income for your tax household size and King County, WA. Income verification is done after the random selection.
-Medicaid
-Enrollment in a property tax exemption or deferral program
-Enrollment in an income-based student loan program
To meet the income-qualifications for the low-income rebate, your tax household income (line 11 of your federal 1040 tax return) cannot be over the following amounts based on your tax household size for King County, WA.

Unfortunately, no, each applicant is allowed only one point-of-sale rebate.
Yes, you can apply for both programs; however, you cannot stack or combine the WSDOT rebate with the Pedal Forward Eastside rebate.
No, the rebates cannot be combined together toward the purchase of one single e-bike. You may apply and may be approved to received both rebates.

Qualified e-bikes must meet the following criteria:
-Is a standard, cargo or adaptive e-bikes.
-Is a Class 1, 2, or 3 e-bike:
-Class 1: an electrical assisted bicycle equipped with a motor that provides assistance only when the rider is pedaling and that ceases to provide assistance when the bicycle reaches a speed of 20 mph.
-Class 2: an electrical assisted bicycle equipped with a motor that provides assistance regardless of whether the rider is pedaling but ceases to provide assistance when the bicycle reaches a speed of 20 mph.
-Class 3: an electrical assisted bicycle equipped with a motor that provides assistance only when the rider is pedaling and that ceases to provide assistance when the bicycle reaches a speed of 28 mph.
All e-bikes purchased through the Pedal Forward Eastside program are UL 2271 or UL 2489 certified, meaning the batteries have passed rigorous safety tests under a variety of conditions. Still, the precautions on this sheet should be followed.
